Role Overview

The Budget Analyst Officer will oversee the full budgeting cycle, cost control, and financial performance monitoring for projects and operations. The role ensures expenditures align with approved budgets while providing accurate cost reports, variance analyses, and forecasts. The successful candidate will support decision-making by promoting accountability, transparency, and financial efficiency across departments.

Key Responsibilities

Budgeting and Planning

  • Coordinate the preparation and consolidation of annual budgets with department heads and project managers

  • Translate operational plans into financial budgets that align with organizational goals

  • Develop and maintain budget templates, models, and planning tools

Cost Control and Monitoring

  • Implement effective cost control systems and monitor spending against approved budgets

  • Analyze cost variances and provide corrective recommendations

  • Ensure accuracy and compliance with accounting standards and reporting requirements

Forecasting and Reporting

  • Prepare monthly and quarterly forecasts and identify potential cost variances

  • Deliver detailed cost performance reports and dashboards for management review

  • Provide actionable insights on cost trends, efficiency, and resource utilization

Stakeholder Engagement

  • Collaborate with finance, project, and asset management teams to maintain budget accountability

  • Liaise with auditors and regulatory bodies to support compliance and transparency

  • Train and guide non-finance staff on cost control and financial reporting procedures

Process and Systems Improvement

  • Enhance budgeting, forecasting, and cost reporting frameworks for greater efficiency

  • Utilize ERP systems and financial analytics tools to improve data quality

  • Drive standardization and best practices across budgeting processes

Qualifications and Skills
  • Bachelor’s degree in Finance, Accounting, Engineering, or a related field

  • Master’s degree or MBA is an advantage

  • Minimum of 4 years of experience in budgeting, cost control, or financial management in the oil and gas sector

  • Professional certifications such as CPA, CMA, ACCA, or PMP are desirable

  • Strong proficiency in financial modeling, Excel, and ERP systems (SAP or Oracle)

  • In-depth understanding of oil and gas project economics and cost management principles

  • Familiarity with IFRS, GAAP, and JV accounting

  • Excellent analytical, communication, and stakeholder management skills
