Role Overview

Action Against Hunger seeks an experienced consultant or consulting team to conduct an external evaluation of the GAC (K1C) Project in Yobe State. The purpose of this evaluation is to assess the project’s overall performance, including its effectiveness, efficiency, relevance, coherence, sustainability, and impact, with a focus on the intervention areas of Nguru and Machina LGAs. The findings will help the organization measure progress toward its objectives and generate insights to strengthen future programming and donor partnerships.

Key Objectives

The evaluation will aim to:

  • Assess the extent to which the project has achieved its intended outcomes and objectives.
  • Capture beneficiaries’ perceptions of project performance and its impact on their well-being.
  • Review secondary data, progress reports, and performance monitoring frameworks (PMF) to track progress on key indicators.
  • Conduct a SWOT analysis to evaluate the integration and coherence of sectoral interventions.
  • Document key lessons learned, best practices, and areas for improvement.
  • Generate evidence-based recommendations for future project planning and donor reporting.
  • Ensure ethical, inclusive, and participatory engagement of community stakeholders throughout the evaluation process.
Consultant Profile

The ideal consultant or team should possess:

  • An advanced degree (MSc/MA/PhD) in Social Sciences, Public Health, Humanitarian Studies, or a related field.
  • 5–8 years of experience in evaluating humanitarian and development programs, preferably in nutrition, health, or WASH sectors.
  • Proven experience with multi-sectoral evaluations, particularly for projects funded by GAC or similar donors.
  • Strong technical expertise in Monitoring, Evaluation, Accountability, and Learning (MEAL).
  • Excellent analytical, facilitation, and report-writing skills with the ability to present complex information clearly.
  • Familiarity with participatory evaluation methods and gender-sensitive approaches.
  • Fluency in English (spoken and written); knowledge of local languages is an advantage.
  • Ability to manage time, resources, and deliver results within tight deadlines.
Scope of Work

The evaluation will include but not be limited to the following activities:

  • Desk review of project documents, reports, and monitoring data.
  • Field-level data collection through interviews, focus group discussions, and stakeholder consultations.
  • Analysis of sectoral performance and project outcomes.
  • Assessment of project relevance, efficiency, and sustainability in target communities.
  • Preparation of a comprehensive evaluation report with key findings, conclusions, and actionable recommendations.
  • Facilitation of a validation workshop to present results and gather stakeholder feedback.
