Job Summary
The State Technical Officer (STO) will provide strategic technical guidance and oversight to facility and community implementers, ensuring the delivery of high-quality TB and HIV services in line with Global Fund (GF) PPM GC7 Grant objectives. This role requires a proactive health professional capable of coordinating state-level TB activities, building capacity, ensuring compliance with national guidelines, and fostering collaboration with government and non-governmental stakeholders.
Key Responsibilities
- Oversee and coordinate all TB program activities across assigned state facilities and communities.
- Provide technical and managerial support to Partnered Faith-Based Organizations (PfPs/FBOs) to enhance service delivery.
- Supervise treatment processes and ensure adherence to national TB/HIV guidelines.
- Collaborate with State and LGA officials, NGOs, and community structures to expand TB program reach.
- Organize periodic performance reviews and facilitate the participation of PfPs/FBOs in TB forums.
- Support integration of local partners into state-level TB programs and reporting networks.
- Deploy job aids, tools, and training resources to healthcare workers in both facilities and communities.
- Ensure timely submission of quality reports, capturing accurate program data and results.
- Conduct routine supportive supervision and follow up on identified performance gaps.
- Collaborate with State/LGA TBLS officers to strengthen coordination and partner engagement.
- Support compliance with LTR’s internal policies and Global Fund reporting standards.
- Perform other duties as assigned by the Program Officer.
Qualifications and Experience
- Bachelor’s degree in Public Health, Project Management, or a related discipline.
- Master’s degree in Public Health or Project Management is an advantage.
- At least 5 years of experience in public health or health systems programs.
- Previous experience implementing Global Fund (GF) TB/HIV grants is a strong advantage.
- Strong technical understanding of TB/HIV service delivery and community program implementation.

- Strong analytical, coordination, and reporting skills.
- Sound knowledge of Nigeria’s public health systems and community structures.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint).
