Role Overview
The Humanitarian Access and Safety Officer in Damboa will ensure the implementation of safety and security protocols for Medecins Du Monde teams and assets. The officer will monitor security conditions, provide guidance to field teams, and support decision-making to ensure safe access to program areas. This role reports to the Base Manager and maintains technical links with the Humanitarian Access and Safety Manager (HASM).
Key Responsibilities
• Implement safety and security protocols and monitor compliance within the field base
• Conduct team briefings and training sessions on safety and security procedures
• Assess security context daily and provide updates to staff
• Identify and map relevant actors in the area and analyze relationships affecting Medecins Du Monde operations
• Maintain contact lists for local authorities and stakeholders to ensure safe program access
• Support the development of security recommendations, reports, and notes, including identification of new operational locations
• Monitor and validate staff movements in operational areas
• Coordinate movement plans during field trips and liaise with checkpoints and local authorities
• Maintain and replenish safety and security kits, including first aid, communication devices, and fire safety equipment
• Identify team training needs in safety and security and support capacity-building activities
• Develop and maintain strong relationships with authorities and humanitarian actors in Damboa LGA
• Negotiate permits and authorizations to operate, liaising with civil and military authorities
• Perform additional duties as requested by the Base Manager and country coordination team
Qualifications and Skills
• University degree in Social Sciences or related field; security management certification is an advantage
• Proficiency in Microsoft Office and Excel
• Strong written and verbal communication skills; able to prepare reports and presentations clearly
• Fluent in English, Hausa, and Kanuri
• Proven experience working in complex security environments
• Knowledge of security and safety management, risk assessment, negotiation, and organizational security procedures
• Ability to anticipate, warn, and manage complex situations
• Flexible, proactive, and able to work in a multidisciplinary team
